Allow EUS upgrade channel to be used in ARO.

2. What is the nature and description of the request?
Requesting that EUS channel be added as an upgrade option in ARO.

3. Why does the customer need this? (List the business requirements here)
When planning for cluster upgrades, dev and platform teams must coordinate major changes.  Then, the platform team must coordinate change management, which has to be reviewed and approved by several parties. 

Upgrades are usually conducted after hours and requires a platform engineer be on-call and monitoring the upgrade in the event something unexpected happens.

Doing all of these actions against many clusters that is administered by a small platform team is very time consuming and negatively impacts their workforce.  Being able to conduct an EUS upgrade would allow teams to halve the amount of planning and upgrade cycles, as well as give a stable version of OCP for developers to use for a much longer timeframe.

ARO upgrades
