MCO to detect the staus of PDB for OCP upgrade
2. What is the nature and description of the request?
Clusters where there are pdb for loki or for ODF and other components MCO should detect that if there are pod that have PDB and must not set the node to schedulingdisabled which creates a problem because the PDB requirement is not met and upgrade is stuck until we dont delete the pod manually resulting in additional time for the upgrade to be completed.

reduces manual task and time for the upgrade to be completed
