HCP for self-managed and managed GCP clusters

2. What is the nature and description of the request?
My customer is using GCP as cloud provider and they are very interested in HCP for their managed and self-managed clusters. At the time of writing this is not supported or planned

3. Why does the customer need this? (List the business requirements here)
Customers would like to use HCP on GCP to decrease their cloud cost and to benefit from all the HCP advantages
