Support Openshift SNO IPI on vSphere 

2. What is the nature and description of the request?

Currently SNO is supported as an IPI only on AWS. Customer requests  the near-edge SNO fleet on their existing vSphere infrastructure

3. Why does the customer need this? (List the business requirements here)

The containerization plan for manufacturing applications generated a reliable, easily deployable and manageable platform need. Currently vSphere is present in all the necessary sites.

The requirement is to have "One click" provisioning via ACM that will take care of the SNO deployment from Virtual Machine creation until addition to the RHACM as the managed cluster.

Due to planned number of deployments (potentially ~500) fully supported smooth deployment process is crucial for the implementation.
