1. Proposed title of this feature request

Customers requesting for ZRS as a default or configurable option when installing ARO clusters 

2. What is the use-case?

Customers need geo replicated, storage avvount that have multizone replication as a default option while installing clusters.

3.  Request: 

• Make ZRS default when installing clusters
  OR
• Have an option to choose between LRS or ZRS for default installation.
