Support changing log level of manager

Enables consumers of openshift-gitops operator to control verbosity of log output from controller-manager component.
- Why does the customer need this? (List the business requirements here)
To reduce ingestion/storage costs of logs sent to 3rd party product. We don't need these INFO level messages.
