Warn about exceeding quotas before Syncing resources

2. What is the nature and description of the request?

It would be a great ArgoCD feature to calculate the quotas before syncing a new resource or updating it. This way, the customer would be prevented from issues due to exceeding the quotas

It would help to prevent issues related to exceeding quotas before the change is  actualy done in the cluster.
