Add month and year options to the Garbage Collection options

2. What is the nature and description of the request?

A defined in the Quay documentation, the configurations `TAG_EXPIRATION_OPTIONS` and `DEFAULT_TAG_EXPIRATION` do not allow setting up the values in months or years. It can be confusing to set long times in weeks.
3. Why does the customer need this? 

The customer wants to set up long term expirations, and this makes it easier to use
