Red Hat supported process for installing the cert-manager csi-driver

2. What is the nature and description of the request?

Customer would like to be able to install the cert-manager csi-driver into their clusters in a fully Red Hat supported way.

3. Why does the customer need this? (List the business requirements here)

There are workloads on their cluster that rely on the csi-driver, and since it's part of the cert-manager suite of software, they would like to be able to manage it in a consistent way to the 'standard' Red Hat support cert-manager software
