Customer is running into issue with multiple different types of objects that can cause argo to sync forever. Customer has implemented fix in https://access.redhat.com/solutions/7015069 for install plans but they run into this issue for many other objects including ingress objects. Customer would like a way to set a universal and configurable sync timeout that could be set to 15 minutes so they do not need to fix health checks every time they run into something that could cause argo to sync forever. 

Customer needs this as this is causing argo to not be able to pick up new commits when the old ones are failing and it causes their team to have to do a lot of manual troubleshooting.
