Node CSR

2. What is the nature and description of the request?

k8s has a CSR mechanism https://kubernetes.io/docs/reference/access-authn-authz/certificate-signing-requests/

We already handle Node CSR requests in metal3 static plugin, but as this is a core k8s feature, it would be great to move this functionality into OCP core UI, so it is available for all platforms, not just baremetal.
