Add a feature to add non `core` users on RHOCP nodes.
What is the nature and description of the request?
We support only `core` user on RHOCP node, We need new feature in RHOCP by which customers can add new users on nodes for different applications, for Node administration or for 3rd party tools.
Why does the customer need this? (List the business requirements here)
There are many third party monitoring tools or other applications to add new users on RHOCP node.
