Quay managed HPA replica modifications.

Allow for modification of the Quay HPA components like min/max replicas
3. Why does the customer need this? (List the business requirements here)

This customer would like to set the Quay app pod replicas to 3, but also use the managed HPA. Currently, there's no way to modify the components of the HPA. Even using an unmanaged HPA will result in their unmanaged HPA and the operator will result in the 2 competing in updating the deployment to scale.

managed HPA impacts the Clair, Quay and Mirror pods.
