Console Search should search by name by default

2. What is the nature and description of the request?

In the Administration view in OpenShift Container Platform, when navigating to "Search", the default search filter is for "Label". Customers typically want to search for a specific object in the cluster and customer feedback has been that this is typically done by the name.

This RFE requests to change the default dropdown selection to "Name" instead of "Label", so the search is for object names by default.

3. Why does the customer need this? (List the business requirements here)

Customer wording: "We waste a lot of time, everyday because on every search, several times a day we need to change the filter from label to name". Easier search streamlines the UI usability and may result in increased OpenShift Container Platform utilization.
