Descheduler HighNodeUtilization profile

2. What is the nature and description of the request?

It would be nice to have  HighNodeUtilization profile for Descheduler operator, as it is already available upstream.

3. Why does the customer need this? (List the business requirements here)

Using HighNodeUtilization profile would enable the customers with clusters in the cloud to evict pods from low usage nodes and schedule them in other nodes. This way, the under utilized nodes could be deleted, saving costs.
