Delivery of `oc-mirror` binary package for arm64 architecture

2. What is the nature and description of the request?
As i am taking this example. We are delivering to our customers `openshift-client-linux.tar.gz` for `x86_64` and `arm64` this is not the case for `oc-mirror`, and since `oc-mirror` acts as a plugin for `oc` there would be expectations to follow an matching compatibility.

3. Why does the customer need this? (List the business requirements here)
Customers that are using only `arm64` architecture environments would like to use this plugin in order to mirror operators to their offline registry.
