Allow Reverting CustomNoUpgrade FeatureSets

2. What is the nature and description of the request?

CustomNoUpgrade FeatureSets should be revertable by the following methods:

  1. Editing/patching the spec  directly
  2. Editing etcd to revert the change

3. Why does the customer need this? (List the business requirements here)

Customer may decide that a featureset works in a dev environment with limited, small scale and they wish to test it in a larger blue-green, canary production environment at full scale.  

If the test fails, they require the ability to revert the change in order to restore cluster functionality or perform an upgrade.
