Ensure support for OCP on clusters with enableDebuggingHandlers=false

2. What is the nature and description of the request?

Provide a process to file OCPBUGS tickets with an alternative log format and a clearly specified subset of required logs.

3. Why does the customer need this? (List the business requirements here)

Due to compliance requirements affected clusters will have the enableDebuggingHandlers flag set to false.

This prevents logs, attach, exec and some other commands from functioning. The must-gather reports gathered from such clusters will be missing most of the logs which the OCP Engineering teams expect to see.

The logs are available in a centralized logging service and will be exportable. This RFE is for establishing a clear process before there's an urgent need to troubleshoot an issue on one of the clusters.

All OCP components which produce logs or other artifacts useful in troubleshooting that are available only via oc logs, rsh, exec, attach or portforward actions.
