Allow the usage of Designate (OpenStack) to create the api and wildcard DNS records while installing OpenShift.

2. What is the nature and description of the request?
When installing OpenShift on OpenStack, the OpenStack Designate could be used to create automatically the API and wildcard DNS records. That could allow customers to install OpenShift on OpenStack without creating the API and wildcard DNS entries manually first.

3. Why does the customer need this? (List the business requirements here)
The customer wants this feature to install OpenShift clusters on OpenStack with less human intervention possible. They want to create OpenShift clusters without having the DNS entries first as can be done in Amazon or Azure. This feature could allow the customer to install clusters quickly, because they won't need to involve another team to create the DNS records first.
