1. Proposed title of this feature request

Produce official documentation for Openshift Metrics.

2. What is the nature and description of the request?

There is a need to provide official documentation on the Openshift Container Platrform supported Metrics.

The only way, for now to get the information on metrics is by running oc commands or looking into bubble/description of metrics/alerts on the OCP console.

such as :

Partners are obliged by Telco Customers to provide and official documentation (either in https://access.redhat.com/products/ 

or in https://docs.openshift.com/container-platform

or both
