Automatically update OC client based on OCP version

2. What is the nature and description of the request?
OCP support +/-1 version of OC . Sometimes customer using OC client version 4.11 accessing OCP 4.12 will not able to run some commands that are new to OCP 4.12 .

This can cause confusion and decease customer experience in using the platform as customer will not know why their command is not working
