Support the ability to upgrade RHCOS template in vSphere

2. What is the nature and description of the request?
Support the ability to upgrade the RHCOS template in vSphere in order to take advantage of features introduced in later versions when adding new nodes to older clusters.

For example, in the case that prompted this, using 'guestinfo.afterburn.initrd.network-kargs' to set static IP addresses was introduced in 4.6, and we are seeing that clusters that began their life cycle pre-4.6 but have been kept current (4.12) don't have this functionality when adding new nodes.

3. Why does the customer need this? (List the business requirements here)
The customer has found a workaround of creating a separate custom ignition that contains the /etc/sysconfig/network-scripts/ifcfg-ens192 configuration. However this is a very tedious process, and since each new node needs its own custom ignition it does not work with their node provisioning automation.
