Enable GCP region me-central1 (Doha, Qatar) for OSD

2. What is the nature and description of the request?
Today GCP region me-central1 (Doha, Qatar) is a GA as a sovereign cloud for Qatar with a huge interest from the government and the middle east customers, the feature request is about supporting the region for OSD.

3. Why does the customer need this? (List the business requirements here)
We are looking to make OSD a valid option for customers looking to consume Openshift on GCP, we need OSD to be supported.
