Allow partial sync option through ArgoCD application

2. What is the nature and description of the request?

We provide ZTP (zero touch provisioning) for IaaS  (Infrastructure as a Service) to our customer using ArgoCD application to Sync the infrastructure artifact (CRs) to the Hub cluster. We have large number of files we Sync through ArgoCD Apps (10 Apps each has around 300 files) when there is a 1 file has error (ex; syntax error) the other 299 files are not synced to the hub cluster. 

3. Why does the customer need this? (List the business requirements here)

Due to the limited maintenance window time that our customer consider to provision the infrastructure. If ArgoCD App does not Sync the files to the hub cluster in order to provision the Infrastructure (ex; SNO) during the maintenance window  time it becomes a prune to our customer.
