GCP Openshift Installation Requires Generation of Service Account Keys (4.X)

2. What is the nature and description of the request?

Currently the OCP Installer requires IAM to create Service Account Keys for Signed URLs used for bootstrap, ideally this should be not be the case

3. Why does the customer need this? (List the business requirements here)

This will help in avoiding making use of Long Lived Credentials is not good practice.
