Accept boot diagnostics option in the install config (Azure)

2. What is the nature and description of the request?

This RFE requests to implement the feature that allows customers to specify boot diagnostics options when they install a cluster.

From 4.12 and higher versions, machine api accepts boot diagnostics config in the manifest (link).

However there is no way to specify it to the workers created at installation.

This RFE requests that feature.

I created a PR, which you don't have to merge but you can use it as a reference.

3. Why does the customer need this? (List the business requirements here)

We ARO team want the workers to have boot diagnostics to make SRE investigations easier.

As a first step, we would like to enable it at the installation.

It will reduce SRE investigation time, and customers can get a quick response.
