Pin CRDs in web console navigation (Administrator view)

Pin frequently used CustomResourceDefinitions in web console navigation for easy access (Administrator view) RHOCP4

2. What is the nature and description of the request?
There are multiple CustomResourceDefinitation which are frequently used. Adding those CRDs in navigation would make things easier instead of searching them in the Administration --> CustomResourceDefinitions.

We can do it in developer view, Console --> Developer --> Search --> Resources --> search for CustomResourceDefinitions --> click `Add to navigation` on right side. Looking for similar  feature in Administrator view.

3. Why does the customer need this? (List the business requirements here)

There are CRDs that are frequently used, so it would make things easier if there is an option to pin them to the navigation for easy access, instead of searching them in the CRDs tab.
