      For Cloud RAN, with 1000's of concurrent site deployments and updates/upgrades, customer automation team require clear event based notifications on the progress of the deployment, the ztp policy enforcement and day 2 cluster updates/upgrades.

      With the current capabilities the automation teams waste CPU cycles creating monitors.

      1. all deployment artifacts have been met
      2. all deployment artifacts have been created
      3. deployment progress (started, failed)
      4. mid deployment progress report
      5. post deployment ztp policy enforcement
      6. per policy, per cluster event notification on policy enforcement progress (pass, in progress, failure)
      7. policy enforcement completion (success, fail (clear indication of failure reason/signature as this will be consumed by automated remediation bots)
