Allow configuration of openshift-zones and openshift-region parameters for VMware stretched clusters

2. What is the nature and description of the request?

In case of stretched clusters, where there is one main DataCentre inside of which 2 physical DCs are encapsulated, along with that, only one computeCluster is available. As per the available documentation[1] which doesn't specify how to setup the parameters with above configurations, we wanted it to be usable in case of stretched clusters as well.

3. Why does the customer need this? (List the business requirements here)

Wants to setup the zones and region parameters in VMware stretched clusters where they have one DataCentre, inside of which, 2 physical DCs are encapsulated.

Also, there is only one computeCluster with EXSi Hosts of both physical DCs.
