Team Role that allows token access but doesn't allow create. (A limited "admin" type role)

      The customer seeks a solution to facilitate secure access for their internal team to application teams' tokens without granting full administrative control. They request either the introduction of a new "Team Role" or the option to customize existing roles to meet their specific requirements. By implementing this feature, our organization can significantly enhance internal support for app teams. This enhancement empowers the internal team to efficiently manage access without compromising security, leading to improved collaboration and streamlined workflows between teams. Ultimately, this solution will bolster overall productivity and enable seamless cooperation across the organization.

      We have an internal team that needs view access to all our application teams tokens while not giving them total admin control. We're requesting a new "Team Role" or the ability to alter existing ones so that we can tailor them to our needs.
      
      
      This feature would allow us to better internally support our app teams.
