Preconfigure NTP or date/time setting or executing chrony and datetimectl at coreos level before RHCOS installation in the Baremetal cluster using UPI method.

      1. Proposed title of this feature request. 
      Setup host and hardware clock before requesting certificate from bootstrap.

      2. What is the nature and description of the request? 
      This use case is with an application cluster for which control and bootstrap as virtual machine and worker nodes are baremetal(Dell servers).

      when building a new application cluster, this is not an issue with bootstrap and control node because it is CNV hosted on infra which has fixed template and configuration but when it comes to installation of worker of application cluster which is bare metal,  it stopped due to mismatch of BIOS time and certificate time. At this point of time bootstarp and control node installation already done.

      3. Why does the customer need this? (List the business requirements here). 
      Customer have more than 350 Openshift shift cluster which has more than thousand physical node and we have to set hardware clock manually with Boot setting of idrac, which is a huge TOIL for us and blocker for automated build process as it required manual effort.
