Quay 3.9.0 can't see audit logs on Quay Console when setting LOGS_MODEL to Splunk

      Description:

      This is an issue found in Quay 3.9.0, after configuring LOGS_MODEL to Splunk, all audit logs are forwarded to Splunk, Quay users can't check the audit logs on Quay Console, ideally even the audit logs are forwarded to Splunk, users should be able to view the audit logs on Quay Console, pls review this issue.

      Quay Version: quay-quay-operator-bundle:v3.9.0-74
