1. CU want's to hide Getting started resources banner from Home/ overview page permanently

2. CU would like to ensure that he never see this banner. Is there an option to automate this during or after cluster installation?

3. Can we do this with user setting ?

4. As checked, this has been observing in all 4.x OCP versions
