      1. Proposed title of this feature request

      cert-manager operator FIPS ready

      2. What is the nature and description of the request?

The Federal Information Processing Standards (FIPS) of the United States are a set of publicly announced standards that the National Institute of Standards and Technology (NIST) has developed for use in computer systems of non-military, American government agencies and contractors.

Currently, the cert-manager operator is not FIPS ready, therefore it cannot be used on OpenShift clusters with FIPS mode enabled.

In addition, OpenShift Serverless team in the near future we will take a dependency on cert-manager operator in OpenShift but our operator is FIPS ready, so that cause us to not be FIPS ready anymore when that happens.

      3. Why does the customer need this? (List the business requirements here)

Some customers are either legally required or are using for other reasons OpenShift FIPS mode

      4. List any affected packages or components.

      cert-manager operator
