Ability to have Clair use active PVCs

2. What is the nature and description of the request?
The ability to customize the Clair portion of a Quay deployment so that it gets PVCs for Clair’s layer untar / scratch space.

3. Why does the customer need this? (List the business requirements here)
A customer had an image with a larger layer roughly over 300 GBs that keep downloading to a node and it caused the node to crash. This enhancement would give them a quick resolution if this ever happened again.
