Currently, the GC worker finds candidate repos based on expired tags only. In the scenario where an expired tag is deleted and GC'd before the uploaded blob expired, that same expired blob will remain until new garbage needs to be collected in the same repo after PUSH_TEMP_TAG_EXPIRATION_SEC. This means that if no tags are deleted after, the expired blobs will remain there forever.
