Motivation

Currently quay.io does not support TLS 1.3. Clients starting to adopt force-using TLS1.3 which breaks the clients connection to quay.io. OpenShift Serverless (as in upstream Knative) recently did this causing issues for people that were pulling images from quay.io. Feature Description

So it would be nice if quay.io could support TLS1.3
