As a RH Quay customer, I want to be able to provide my own nginx configuration

Quay should support user-supplied nginx configurations. This will address an entire category of issues raised by customers asking for tweaks to nginx settings currently set by Quay itself. Quay should continue to ship a default configuration that works out of the box and can be referred to by clients who wish to modify the configuration so they can see what is recommended by Red Hat.
