Customer is asking to have quay proxy cache repository to be public repository instead of private.
Here is what customer said:

We are trying to provide proxy cache organizations to our enterprise the problem we are hitting is that the repositories created under these proxy caches are set as private.

This limits it's usability to only accounts that have direct permissions added in either the org level or the repository level, normally we would like that all authenticated users be able to pull from this proxy cached repositories without giving them direct permissions.
