Provide tools to support addition and deletion of Storage buckets to Quay

In case of Georeplication, Customer may like to remove storage after a while, even after removing them from config.yaml  the DB entries still point to old buckets and causes error while pulling the image, although data is present in another bucket.

Currently there is no way to migrate all the data and DB tables to point to a new or existing bucket.
