Repo mirroring apart from tag filtering , should also provide filters based on image metadata. 

For example once tag filter has been evaluated, Quay should perform skopeo inspect on the image and filter based on metadata filters like Created,labels, architecture, os, etc or any other attribute in metadata, if the metadata filter is satisfied then the image should be mirrored.
