Add the 'annotation workaround' for SELinux Relabeling in addition to spc_t as resolved in the JIRA raised earlier.

This is a blocker for the customer as they won't be able to move ahead with the manual steps. Having them updating on OCP v4.13, the customer needs to have the workaround of annotation as they won't be able to use 'spc_t' for their deployments.
