1. Proposed title of this feature request
OpenShift AWS cluster spot instances are rebalance-aware.
2. What is the nature and description of the request?
Customers want their OpenShift machines to be able to gracefully handle rebalance events for spot EC2 instances used for their cluster.

Additional considerations about this feature:
- should account for different IMDS versions that customers may use (IMDS v1 and v2, or IMDS v2 only)
- should account for the machine-pool construct used in managed OpenShift (OSD, ROSA)
3. Why does the customer need this? (List the business requirements here)
- so customers can except an integrated experience when running clusters in AWS
- so customers can have graceful and cluster-aware rebalance events when AWS EC2 spot instances are in use
- customers of ROSA and OSD expect that the EC2 features such as spot-rebalance-notifications are integrated with ROSA/OSD just as well as with EKS.
