Increase the maximum value allowed for max TTL for CoreDNS cache plugin

2. What is the nature and description of the request?

The CoreDNS cache plugin allows setting the max value used for TTL in cache records. This has a limit of 3600 seconds and client would like this to be 43200. 

3. Why does the customer need this? (List the business requirements here)

Customer has many clusters and would like to reduce the load on their DNS servers by caching successful requests at CoreDNS longer.
