      1. Proposed title of this feature request
      Configure label selector with OR operator. 

      2. What is the nature and description of the request?
      As an administrator, user want to be able to match different namespaces based on two different labels and catch both of them using an "or" expression. 
      For example: user has created cluster resource quota with 2 label selectors. By default labels selector are combined(AND operator) and selects the namespaces having both labels. These namespaces are created by different operators with distinct labels.

      3. Why does the customer need this? (List the business requirements here)
      This would make it easier to handle namespaces that are being created by two different systems, but that should be handled using the same resource quota. User is using workaround by adding common labels to namespaces, but that is also not always the nicest or cleanest solution. It is not that urgent for the current use-case. But it will still be a nice-to-have for similar situations in the future.
