Certificate authentication using oc-mirror

Certificate authentication using oc-mirror

2. What is the nature and description of the request?
The customer would like a feature of oc-mirror to be able to authenticate to registry using certificate authentication.

3. Why does the customer need this? (List the business requirements here)
The customer wants to incorporate oc-mirror as part of their automated pipeline (security scan, licensing scan, etc).  They require cert authentication against registries in order to achieve this.

4. List any affected packages or components.
'oc-mirror' binary

The use case is that the MS registry only works with certificate authentication and currently we need to take manual intermediate steps to get images into their registry. Providing an option for certificate authentication will allow the customer to use their standard onboarding automation pipeline to get images for OLM operators into their registry.
