1. Proposed title of this feature request
Need Custom Image Layering upgrade to be automatic.

2. What is the nature and description of the request?
The document of Custom Image Layering mention that the image should be upgraded after the cluster has finished upgrading. In practice this means that upgrade require 2 actions at different times.
Our users wants a feature where OpenShift will fully manage this sequencing.
For example they want to point the clusterversion controller to the OpenShift version they want and the corresponding Custom Image. Then the upgrade would proceed with the upgrade of the cluster and then the upgrade of the custom image.

3. Why does the customer need this? (List the business requirements here)
Users are looking for an automation on the sequencing between cluster upgrades and custom layered image upgrades.
They can't currently use this feature because it does not allow them to upgrade the custom image at the same time as the cluster.
Currently, the upgrades need to happen one after the other and it requires doubling the amount of admin operations.
