Support cluster names greater than 15 characters

      1. Proposed title of this feature request
      Currently, ROSA cluster names are limited to 15 characters. We should be able to support cluster names longer than 15 characters.
      2. What is the nature and description of the request?
      Many customers have enterprise wide naming conventions that must be followed for all resources. Many times, those naming conventions are longer than 15 characters, presenting a challenge for customers to use ROSA within their organizational requirements. We should support names longer than 15 characters to meet these obligations.
