OCP RAN on Intel Eagle Stream/Emerald Rapids Platform

2. What is the nature and description of the request?

Overall goal is to be Telco ready on Emerald Rapids (EMR).

Emerald Rapids is a new platform with multiple CPUs in this family. Essentially prove out base CPU + Intel QAT (Intel Quick Assist Technology) equivalence with Sapphire Rapids.

3. Why does the customer need this? (List the business requirements here)

Customer will be receiving Emerald Rapids based servers in Q3 2023 and would like to deploy OpenShift 4.15 on them as soon as OpenShift 4.15 is available to them.
