Support DPDK 22.11 raw pattern rte_flow on Intel E810 NIC

2. What is the nature and description of the request?

Customer would like to use raw pattern of the DPDK Generic Flow API (rte_flow) on Intel E810 NICs (specific E810-CQDA2 PCIe & OCPv3 variants)

The rte_flow function is mainly provided by the DPDK iavf driver. But besides DPDK, ice kernel driver also needs to support this feature.

To configure hardware to match specific traffic, alter its fate and query related counters according to customer defined rules.
